Aug.'96-May ’03: Assistant Professor
Department of Geosciences, Texas A&M University-Kingsville 
 Responsible for teaching undergraduate courses in world and regional geography, Geographic Information Systems (introductory and advanced), computer cartography, introduction to urban and regional planning, GIS applications to urban and regional planning, Remote Sensing and  geography of Mexico and Middle America. At a graduate level, I was responsible for teaching  transportation planning/travel demand modeling using TransCAD, GIS and  Remote Sensing. During the summers of 2000, 2001, and 2003, I was invited to teach at the Universidad de Monterrey courses in GIS applications and Urban sociology.

Additional duties were: supervision of GIS research activities of students in and out of the department; maintenance, and capital improvement of the GIS laboratory; assisting other faculty members with homepage construction and distance learning; supervision of  work studies who are act as webmasters for my Internet course homepage and maintenance of homepages for world geography, computer cartography and GIS.   I was invited to serve on various University committees included two search committees for a Director of Distance Learning and Continuing Education for the university; a Texas A&M University committee concerning the "virtual university", a Faculty Senate web publishing committee. I am presently been appointed the liaison between the Faculty Senate and Administration’s Distance Committees. 

Accomplishments include being the co-editor of Urbana  (an on-line bilingual journal focusing on urbanism in Mexico and the United States (see http://www.tamuk.edu/geo/Urbana ), and being invited to two national conferences. I also participated  with another faculty member (Dr.Thomas McGehee) on a large grant for the Army Corps of Engineers concerning spatial modeling. I was on the graduate committee of one the students that I supervised during the grant period. The findings were published in the conference proceedings for MODFLOW 2001 held at the Colorado School of Mines.

As Chair of the Geosciences Department from  May 1999 to September 2001,  I was instrumental in focusing the department to a cohesive and collegiate one from a department which was previously fragmented and argumentative. Duties which I have spearheaded are:  the establishment of a Faculty ListServ to facilitate communication; development of a on-going strategic planning and budgeting program; recruitment and retention efforts; improvement of Geosciences Laboratory; development of Geosciences web page (http://www.tamuk.edu/geo/), reduction of expenses; creation of a active combined Geology and Geography club or the “Geosciences Club” and automation of forms and procedures. 

Feb. '96-Aug. '96: Instructor, Consultant, Poynor Adult Community Education, Florence, S.C. 
During this period, I was responsible for teaching classes to the general public and private corporations (i.e. BellSouth, Carolina Power and Light) concerning basic computer skills, Excel and Word. I also provided consulting support for maintaining the integrity of the computer laboratory (i.e. installation of new programs, liaison between network consultants and staff)

June '95-Jan. 96: Project Assistant, Center for Urban Transportation Studies, University of Wisconsin-Milwaukee
The duties in this position combined my GIS, transportation modeling and transportation modeling skills. I was responsible for all aspects of opinion survey for the Wisconsin Department of Transportation concerning the widening a road in a collar county of Milwaukee, Wisconsin (Ozaukee County.) The results of this survey can be found at: http://www.uwm.edu/Dept/CUTS/wauwau.htm  I was also a lead project assistant on federally funded freight forecasting project for statewide and urbanized area application.. My duties were to determine if a commonly used Geographic Information System transportation-modeling program (Quick Response System) developed by the principle (Alan Horowitz) could be applicable to state wide and urban freight movement. I tested and wrote the sections of a document concerning methodology and applicability to “quick response” transportation modeling and planning which was later published by the U.S. Department of Transportation.  Jan. '93 - May '95: Teaching Assistant for GIS, World and Regional Geography and Physical Geography, Geography Department
University of Wisconsin-Milwaukee 
I gained valuable teaching experience while in this position and was responsible for preparing/teaching lab exercises, lectures, and general instruction. The three courses constituted a variety of teaching techniques including assisting students in-class exercises (mainly for the GIS and the Physical Geography classes) to full one hour lectures for the World and Regional Geography Class to supplement those of the professor.

Sept. '92-Jan. '93: Cartography Lab Assistant, Geography Department
University of Wisconsin-Milwaukee 
I gained valuable practice in preparing g maps for clients using Atlas*GIS. This involved researching for most current maps, correct digitizing techniques and file management of digital data.

 Aug. '90- July 92: Research Analyst, Transportation Studies, University of North Carolina at Charlotte 
 I worked on a variety of projects related to transportation modeling and planning including:

 1) A major transportation modeling effort for a suburban county of Charlotte, using TransCAD (a GIS transportation model.)  
 This project involved the sub-windowing from a larger network, digitizing, calibration, database input, capacity analysis, traffic forecasting, cost/benefit analysis of different alternatives.

 2) A study concerning the impact study of a new segment of I-40 from Raleigh to Wilmington, N.C.: including commuting labor shed analysis of a potential global air cargo industrial complex  (GACIC) and the economic impact of I-40 on the Port of Wilmington.
This project used GIS and Bureau of Labor statistics to determine the potential labor markets surrounding potential locations of a GACIC

 3) An analysis of the performance of state highway departments.
 I was the first research assistant to compile and analyze these statistics using a linked series of Excel spreadsheets.

 4) A comparative hinterland study  of Southeastern ports and the Impact of the I-40 on the Port of Wilmington (N.C.)
These studies utilized TransCAD to analyze commodity shipments among the different ports.

 The resulted in several monographs published by the Academy of Transportation at the University of North Carolina at Charlotte (see publication section of my vita.)

Aug. 89-Aug. '90: County Planner, Union County Planning Department Monroe, N.C. 
 I was the chief planner involved in processing rezoning requests including checking on plans for the area, surrounding land use, research of land records, traffic impacts, I also prepared and presented recommendations to the Planning Board and processed subdivision submittals and coordinated actions with developers and governmental agencies.

 Oct. 85-Aug. '89 Pee Dee Regional Transportation Authority
Florence, S.C. 

Two positions held during this period:

Jan. '88 - Aug. 89: Director of Purchasing and Contracting 
In this position, I was responsible for developing specifications for vehicles and other equipment. Coordinated bidding process including preparation of bid package, advertising, bidding process and changes made after awarding of bids. Negotiated transportation contracts with social service agencies and the private sector including pricing of service, percent of deficit to be paid through Federal, State and local funding, availability of vehicles and monitoring of contracts after initiation.

Oct. '85 - Dec. '88: Assistant Director-Operations
As the Assistant Director of Operations, I reported directly to the Executive Director of PDRTA and was  responsible for daily operations of 110 vehicles, 90 employee transportation service for the region. Additional duties included direct supervision of three transportation managers, the van pooling program and other support staff, development of contracts with social service agencies and private sector, direction and development of a driver training program, the development of an annual budget for all capital equipment and Section 15 ridership data collection and documentation.

Major accomplishments during my stay were: the development of a "pulse" scheduling system for the city bus system; development and initiation of AMTRAK van service to Myrtle Beach; initiation of on-going commuter buses to Myrtle Beach which were contracted to specific employers such as Burger King.  In addition, due to my position and interest in driver training, I was chosen as a Board Member of the Palmetto Safety Council, the South Carolina division of the National Safety Council.

Apr. '84 - Sept. '85: Transportation Planner, City of Beloit, Wis.
I served as first chairman of Metropolitan Planning Organization (MPO) Technical Committee. Coordinated all aspects of transportation planning in the urbanized area (i.e. Transportation Improvement Program (TIP)*, Unified Work Program (UWP)*, transit and highway funding) Some of my major accomplishments were: a traffic impact study that resulted in the building of a new four lane bridge; a transit study for the Beloit Transit System including the development of a RFP, interviewing of consultants, and supervision of project; initiation of updated transportation plan; a preliminary environmental impact study of a proposed interstate interchange and submittal of a Highway and Engineering Safety grant for an intersection.

Dec. '80 - Apr. 84: Transportation Planner, Rockford Community Development Department, Rockford, Illinois 
In this entry level position, I directed and administered the TIP, the Transportation System Management (TSM) plan and the UWP, an annual update of a variety of transportation statistics including school enrollment and population projections, employment statistics, accident ratings updates etc., coordinated meetings, prepared minutes of Policy and Technical Committees, prepared energy conservation/contingency report, directed urban goods movement survey, conducted a traffic impact of drive in windows at fast-food restaurants and developed a Title VI report.

*The Transportation Improvement Program (TIP) is the multi-year document for an Urbanized Area for all highway and public transportation projects.  A Unified Work Program (UWP) is the planning document of a MPO for all studies to be completed during a fiscal year.  A Transportation System Management (TSM) plan is an annual report detailing short-term highway and public transportation system actions to create a cooperative, comprehensive and coordinated transportation system.

Nov. 79 - Nov. 80: Student Assistant, Transportation Center
University of Tennessee at Knoxville 

I developed questionnaires, participated in on-board ridership survey related to the introduction of a new fixed route service in this position.

May 78-May 79: Spent Year in Abroad
During the above period, I spent extensive time in Europe, Russia and Israel. I lived for approximately four months in Barcelona, Spain where I taught English.

Courses Taught:

Spatial Applications in GIS (GEO 395)
This course focuses on the introduction of GIS, technical issue in GIS and application issues in GIS. It allows students to identify and describe the hardware component of a GIS; state difference between database models; describe and evaluate methods of data capture and sources of data etc.

Business GIS (GEO 491)
During the course, GIS   applications to commercial, industrial and residential development are explored.  Students are given  practical exercises to demonstrating the capacity of GIS to solve business decisions.

GIS Applications I (GEO 495)
The primary concerns of this fourth year undergraduate course is to review, consolidate and expanding Geography majors  knowledge of GIS theory, applying them to new software (and exploring the application of GIS to various research projects. 

Geographic Information Systems (GIS) Practicum (GEO 595)
This graduate course allows for a student to work on a GIS project of his/her choice supervised by regular meetings with a faculty member

World and Regional Geography (GEOG 1303)
This course was taught in a variety of formats from a traditional course, cable TV course, Internet and Internet Assisted.  I am the Instructor of Record for the course and supervise teaching assistants and adjuncts.

Geographic Information Systems (GEOG 4435 and GEOL  5312)
This course has been taught regularly at undergraduate and graduate level. The course uses ESRI products to illustrate GIS applications.  In Fall 2001, the graduate GIS course was taught with special emphasis related to travel demand forecasting using TransCAD.

Remote Sensing (GEOG 4425 and GEOL 5310)
This course has been taught regularly at undergraduate and graduate level. The course uses ERDAS and ESRI/ERDAS Imagine Extension  to illustrate Remote Sensing applications. 

Elements of Urban and Regional Planning (GEOG  4315)
This course was developed by myself and is part of the interdisciplinary urban studies program. It has been taught successfully for about three years.

Mexico and Middle America (GEOG 3335)
For several years, this course was dormant. I was responsible for resurrecting this course and  pushing the revitalization of the interdisciplinary Border Studies Program, which this course is a part. In Spring 2002, this class filled and will be taught on a regular basis from this time forward.

GIS applications to Urban and  Regional Planning
This course was a special course for students at the Universidad de Monterrey, Mexico. It included a brief introduction to urban planning, an overview of GIS and the applications of GIS to urban and regional planning.

Urban Sociology
This course outlines the principles of urbanism discussing urban history, morphology of cities, urban analysis, and urban problems. This course was taught at the Universidad de Monterrey and focused on urban issues in Mexico.

Advanced GIS (GEOG 4435)
This is a special topics course for those that have taken GEOG 4435 (GIS). Students usually come from various disciplines. Directed projects are developed according to the direction the student may be applying GIS. For example, a computer science major desiring a  specialty in GIS might develop a project based on based on serving GIS on the Internet.
